Financial and patrimonial assessments for students
Purpose and characteristics of the service
The Company awards more than 30,000 scholarships each year (average over the last three years: 30,713).
The competition requires candidates to meet certain financial and patrimonial requirements , ascertained on the basis of the ISEE certification, pursuant to Prime Ministerial Decree no. 159/2013, pursuant to art. 8, paragraph 3, of Legislative Decree no. 68 of 29 March 2012.
Various laws require checks to ensure the accuracy of student information in order to receive the social benefits provided by the Company.
These monitoring activities, in addition to implementing specific legal provisions, increase the Company’s available financial resources. Given that these are subsidized social benefits, with ever-expanding demand, it is more essential than ever to ensure fairness in the provision of resources and gradual mechanisms for co-financing by the less well-off.
Control methods
The Company has regulated the checks on the possession of the economic-financial requirements with the Regulation, attached at the end of the page.
With the entry into force of Prime Ministerial Decree no. 159/2013 and subsequent amendments, the income information and benefits paid by INPS to be included in the DSU are normally automatically acquired from the Revenue Agency and/or INPS archives. Therefore, the economic and asset assessments are aimed at verifying :
- The exact composition of the family unit for the purposes of the University ISEE, through access to municipal databases;
- Family income and real estate assets, through access to the Revenue Agency databases called Siatel and Sister, for the following categories of students: – for which an ISEE certificate is issued with omissions or discrepancies;- who declare themselves to be independent students;
- registered residence and the presence of a rental agreement duly registered with the Revenue Agency, for the purposes of confirming the status of out-of-towner.
The Administration is not required to provide any prior notification to the student undergoing the assessment: only after the assessment has been completed will it, pursuant to Law 241/90, send a notification of the initiation of the procedure to those whose financial situation has changed as a result of the assessment.
The interested party may participate in the proceedings in the ways and forms established by the aforementioned legislation.
The Administration will evaluate any counterarguments and documentation submitted by the student, also to verify the possibility of correcting material or minor errors.
Findings of the investigations and sanctions
Regarding penalties, the following table summarizes those applicable in cases of exceeding the threshold or changing income bracket, resulting from an income assessment, alongside the request for reimbursement of the amount unduly received or the monetary value of the services unduly used:

Benefits for “Out of Town” Students
In the context of the scholarship competition, the financial benefit is increased by the accommodation fee if the candidate is granted “out-of-town” status:
The candidate is considered “out of town” if the following three conditions occur together:
- attendance of a course of study held at least 30 (thirty) kilometres away from one’s municipality of residence or, regardless of the distance in kilometres, residing on one of the islands in the Gulf of Naples (Ischia, Capri, Procida);
- paid accommodation in the municipality where the course is held or in a neighbouring area, to be demonstrated by a duly registered residential rental contract;
- stay in the accommodation referred to in point 2 for a duration of at least 10 (ten) months in the period 01 October – 30 September.
The existence of a duly registered residential lease is a condition that students self-certify upon participation in the competition, at which time they are required to provide the registration details (Date, Series, Number, Revenue Agency Office, Start Date, End Date, Property Owner’s Details, Property Cadastral Data, etc.).
The discovery of false statements regarding the ownership of a rental contract requires the obligation to repay the difference unduly received and to report the matter to the judicial authorities.
